It took a week and i was definitely impatient 
I just signed up for online account and quickly applied for Cash Rewards with a 617 credit score and I WAS APPROVED!!!!!!!! $1,700 starting limit (15.XX%?). I make $4,200 per month gross and so i sent message to reconsider we'll see how it goes but i'll be happy either way. Then i applied for the CLOC and asked for the whole amount ($15,000) and was told it will take an hour approximately (dont know if that is good/bad/indifferent).
