I waited to post this so I could include the credit solutions increase that I was hoping to get. So as the title says this was my third try for the eBates card. It was the first card that I had been denied for from Sync bank and I really wanted it. They pulled EX for me each time I applied (in CA).
I was approved on 1/29/2016 with a credit limit of $1,800. The card showed up on my reports the next day. Today I got the card in the mail and after activating I called credit solutions and requested $15K and it was granted! I am pretty stoked about this approval as it was elusive for me for a while.
For good measure I got my Amazon store card increased to 10K from 6K as well 
I think I will let Sync rest for a while as I have quite a bit of credit from them currently.
