Great news: Called Bank of America and got my Cash Rewards APR reduced from 14.24% to 12.24%. That pushes it past Discover as my 2nd lowest non-promotional rate card (Discover is 13.24% after the first year; my lowest, of course, is my Ring at 8.25%).
I also tested the waters with BofA regarding moving credit limits around (I have no need for $6.5k on my BBR; most of that would be way more useful shifted over to my Travel Rewards and Cash Rewards). Frontline rep first told me it would be a hard pull, but then she spoke to one of her superiors who said it would be a soft pull (!!!). But, knowing that I should take everything BofA's reps say with a grain of salt, I asked if she was certain about that and asked her to repeat her name and location. She then changed her tune and said perhaps I should call back when their credit analysts are available.
So, the answers I got regarding the hard pull: Yes, No, and Maybe. Gotta love the helpfulness of the front line reps! Image may be NSFW.

The rep she transferred me to who lowered my APR gave me a firm "yes" that my credit would be hard pulled if I wanted to move limits around. However, he also told me that any HP for a CLI is good for 30 days, and all my accounts have the CLI button available. So after I garden for a good while longer, I'll consider pulling the trigger on a CLI and then gutting my BBR's limit and padding my others with the same hard pull.
My other less successful endeavor was from a couple days ago, and I mentioned it in another thread... tried for the AMEX 3x CLI. Shot down because my CLI request after activation started a 91 day clock, and I was only at 61 days from account opening. Oh well--hopefully I'll get it in August.
